What would be happened to Participation Expenses if not used up?

Dear all,

I am on my first year of MSC fellowship. I am curious about the participation expenses. Does anyone have experience that what would be happened to the participation expenses at the end of fellowship if it is not used up?

I checked it with Finance Office and simply got "...if the participation budget is unspent this does not go to the fellow."
