Luisa F. Echeverría-King
Luisa Fernanda Echeverría-King is an international expert in science diplomacy, higher education internationalisation, and strategic cooperation for science, technology, and innovation. She currently serves as Director of Diplomacy and International Scientific Cooperation at Simón Bolívar University in Barranquilla, Colombia, where she leads initiatives that connect universities, governments, and international partners to strengthen research ecosystems and knowledge exchange across the Global South. She holds a Doctorate in Education from the University of Murcia (Spain), graduating Cum Laude, and combines scientific training with policy and institutional leadership in higher education and innovation systems. Throughout her career, she has held strategic positions in Colombia’s Ministry of Science, Technology and Innovation, the Ministry of National Education, SENA, and several universities, contributing to the design and implementation of policies and programmes that strengthen international cooperation, research capacity, and global academic partnerships. She has led and advised regional initiatives with organisations such as IDRC, ICETEX, IAI, CONARE, and multiple universities in Latin America. Her work focuses on building collaborative frameworks for knowledge diplomacy, Open Science, capacity building, and South–South and triangular cooperation. In 2025, she was appointed Interim President of the Organisation for Women in Science for the Developing World (OWSD). She is also a member of the Global Young Academy and the International Science Council. Through her research, advisory work, and international engagement, she has emerged as a leading voice in science diplomacy and global knowledge cooperation from Latin America, actively shaping conversations on the role of universities in addressing global challenges and strengthening scientific collaboration across regions.
