Project Officer (Freelancer, Remote)

The MCAA is seeking a dedicated Project Officer to support the implementation of MSCA-GLOPOL, a project focused on enhancing global cooperation in Research and Innovation (R&I). The successful candidate will lead deliverable preparation, coordinate with international stakeholders, and assess policy frameworks across various bilateral and bi-regional partnerships.

The expert will provide high-level support, including:

• Project implementation: Ensure the timely execution of all project-related activities, with a primary focus on the MSCA-GLOPOL work plan.
• Policy evaluation (WP1): Assess the current status of bilateral and bi-regional cooperation policies in R&I for specific target countries and regions.
• Promotion and synergies (WP3 & WP4): Drive the promotion of MSCA cooperation opportunities and strengthen synergies with existing international R&I initiatives.
• Event coordination: Organise and facilitate hybrid, online and on-site events, including Impact Days, focus groups, expert sessions, and people-to-people dialogues.
• Reporting and deliverables: Take the lead on the preparation, drafting, and submission of project deliverables.
• Stakeholder engagement: Collaborate closely with relevant MCAA Chapters and maintain strong professional relationships with internal and external global stakeholders.

• Education: A graduate qualification (Bachelor’s degree) or higher.
• MSCA knowledge: A robust understanding of Marie Skłodowska-Curie Actions (MSCA) calls, funding mechanisms, and the National Contact Point (NCP) network.
• EU policy expertise: Strong research and analytical skills with a specific focus on European Union matters and the R&I ecosystem. 
• Analytical skills: Ability to evaluate and synthesise complex quantitative and qualitative information.
• Communication: Excellent command of English (minimum C1 level), both written and oral.
• Teamwork: Proven ability to work effectively within a multicultural, multi-disciplinary, and international virtual team.
• Integrity: High level of discretion when handling sensitive or confidential information

• Advanced education: A Master’s degree in Public Policy, European Studies, or a related field.
• Experience: At least 2 years of professional experience in a similar project management or policy role.
• Specialised knowledge: Prior experience working directly with MSCA-relevant topics or NCPs.
• Regional expertise: Professional experience or familiarity with the project’s focused regions (see above).
• Language: C2 level proficiency in English.

Project scope: Focused regions and countries

The Project Officer will work across a wide geographical scope, including:

• Bilateral partners: Algeria, Argentina, Australia, Brazil, Canada, Chile, China, Egypt, India, Japan, Jordan, Korea, Mexico, Morocco, New Zealand, South Africa, Switzerland, Tunisia, Ukraine, and the USA.
• Regional cooperation: The African Union (AU), ASEAN, Eastern Partnership countries, Latin America and the Caribbean (LAC), Mediterranean partner countries, and the Western Balkans.

• Contract: Service contract as a freelancer starting in June 2026 through May 2028.
• Compensation: Daily rate 200 Euro/day, MSCA country correction coefficient may apply. 
• Workload: Approximately 215 days per calendar year with flexible working hours.
• Environment: A key role within a growing, high-impact international network of research professionals
