MC research allowance

Dear all, I wonder whether anyone has ever been allowed to use leftover research allowance related to a MC fellowship, after the end of the fellowship itself, for example for dissemination activities linked to the concluded project (e.g. publication fees, conference attendance, etc.). Before the end of my MC fellowship I was informed that leftover funds would have been available for me to use for relevant dissemination activities that would have occurred after the end of it. But recently, some time after the completion of my project, when I asked to access and use such funds, I was informed that my project's account was closed and the institution no longer held funds to support these activities… I would be glad to know about your experience!
