I was able to use funds after the end of my contract. However, I knew before that some expenses for dissemination would occur after the end of the contract and I informed my institution way ahead of the end of my contract about how much I expect to spend and when. My institution then agreed to keep the project account open until that date.
How long since the project is over? If it's just a few months, and the leftover funds have not been transferred back to the EC, you might be able to persuade your institution to re-open the account and get a refund. But in the end it's really up to the institution to grant you that right.

At my MC it was not the case as it was nothing left over, but with another fellowship I did it so: I paid the fee, and booked the travel and accomodation during the fellowship although the conference was after the end of the fellowship (8 months later even) and this was possible.

You may not now use those left over research allownces. Once the tenure is finished, the University closes the account. Infact, the money should have been used before your contract got ended. My supervisor bought equipments to utilize the leftover money (ofcourse approved by me). I don't think university had either returend the money to the MC funding body. It is very bad to be cheated. But, UK institutions are not very much celar about the MC fellowships norms and regulations. One of my frriend (Leeds, UK) used to get currency exchnage diffrences annualy, however, my university (Belfast, UK) completely decline to provide me those. I think we learn from experiances!!
