Déclaration revenus (tax declaration): need help desperately

Dear colleagues, I’m trying to fill in the form I got for demanding my numéro fiscal. I have to indicate “an estimation of my income for 2020”, as asked by SIP (Service des Impôts des Particuliers). My university (Sorbonne) is not helping me at all. The different people I asked about it (at DRH and the international research office) have no idea. I even don’t have my salart bulletin since December. Besides, I don't understand well the module SIP asked me to fill in :(((( Once I know which sum to put, where exactly should I put it? Dear Riva,

could you provide a bit more information about your situation : what kind of contract do you have, when did you start, what form has SIP asked you to make out?

The amount you pay tax on each year is approximately your net monthly pay x 12; or more exactly is indicated on your bulletin de paie as 'net à déclarer'. However, perhaps you have not yet received a bulletin de paie (not sure I understood)?

I started my IF/GF four years ago, the tax system has changed since (to prélevement à la source). However, at the time, I did not fill out a form to ask for a fiscal number. As I recall, I filed my first tax return in 2017 (for 2016) and a number was subsequently assigned to me on the Avis d'Impot that I received in 2018 (for 2017). Only once I had it was I able to create the on-line account for subsequent declarations. Ah perhaps that has changed - you can apply for the number so as to create the account for a first declaration?

I was with the CNRS, they were also of limited help with my questions. However, I was able to talk to someone at SIP who helped me. I actually went to their offices, that was very useful, and later by phone. If you could manage to contact them (more difficult at this time of year), it may be the quickest way through the labyrinth.

I am gonna try to answer without really knowing myself much details. Perhaps my expereince thus far could be of some help to you guys. 

Its the first time for me to do the on-line tax declaration in France. I started working in June 2018. Here's what I did in 2019 for declaring tax in 2018:

I filled the "DÉCLARATION DES REVENUS 2018" form and tick on the option (top left on page 1) "Vous déposez une déclaration pour la première fois", since it was the first time for me to fill such a form. First and second pages were easy to fill, just the name and address etc. On 3rd page, in the option "traitements, salaires, pensions, rentes", I mention my annual net salary in the field "1AJ". I got the annual salary amount ("Montant imposable de l'année") from my December 2018 pay slip. I didn't receive the payslip in my mail box either so I requested my employer to send me an online copy, which they did. I took this filled form together with a copy of : carte d’identité, passeport, carte de séjour and December pay slip etc and submit it to the SIP in my area in person. In a month or so, I received an "Avis d'impot 2019, Impot sur les revenus de l'année 2018" where my Fiscal number was mentioned. That was all for me in 2019. So, when I submitted the above mentioned form, my fiscal number was generated and I learned about it when I received the "Avis d'impot 2019". After that I went to the SIP together with my ID and "Avis d'impot 2019". They, then added my email address, created an online account for me on "impots.gouv.fr" and told me to activate it. That was it in 2019! Now, I can login and I can see the "decalaration d'impots 2020" which is already half filled for me. All I need to do is check my information and basically submit the tax form, from my online account to declare the tax I paid in 2019. This is similar to what Daniel Praeg has mentioned! 

 

Also, I found this information (below) when I searched for "I do not have a fiscal number" on the official website "impots.gouv.fr":

It shows you what to do if you click on: 1) Vous etes: "Particulier", 2) Votre demande concerne: "L'accès à votre espace particulier", 3) Au sujet de: "Je n'ai pas de numéro fiscal"

My understanding is that if you fill a form for the first time you need to download, fill and send a paper version to the local" service des impots aux particuliers"  (at least it is the way it was 4 years ago). Then (after a few months) you are in the system and you receive your fiscal number your taxes are withdrawn from your monthly salary and the year after you access an electronic form, pre-filled, where you only have to mention some tax deductions and/or extra taxable income that the tax service is not aware of . But since I am have now been in the system for several years, things may have changed and I am not sure that the paper version is still mandatory. Usually when you send them a mail, they end up responding.

Dear members,

I hope you are doing well. I have some questions regarding income tax declaration involving two countries and would like to seek advice/recommendations from those with similar experience. I started my MSCA IF with a French contract in the middle of this fiscal year, and prior to that had a full-time working contract in Germany. This means that next Spring when I do my income tax declaration in France, I'll have to declare both my MSCA IF salary here and what I earned in Germany during this fiscal year prior to my fellowship, right? As next year will be my very first tax declaration in France, I'm quite worried that this will make things more complicated. I would greatly appreciate it if people with similar situations (doing French tax declaration of previous year's MSCA salary together with other income from outside France) could share with me their experiences. Any suggestions of affordable tax advisors specialising in such cross-national situations (especially concerning two EU countries) are also welcome!
