What to do if your supervisor blocks an article to "punish" you? Do anti-harassment policies applies in academia?

Hi everybody I just asked it at my reserachgate profiel, but I would like to know your point of view also. One of the main difficulties of early career researchers is to overcome the system of pleitesia some scientists have created around their figures. You have to be productive but also to be efficient (for your survival), in dealing with your mentor special requirements, and manners to avoid: blackmail, the sabotage of your publications, taking away your name, or just merely blocking it at the journal. Why is this behavior well accepted? Why your letter of reference is so crucial if a bully with no moral values is the one responsible for writing it?. Anti-Harassment policies and workers´rights should also apply to us.
Can anybody explain to me why do we allow bullies to behave like bullies when other honest scientists have to face also these unfair competitors??
