Fellowships are funded using tax payers money! Isn’t it fair to promote research projects that would nurse startup ideas ?

EU promotes ITN fellowships to nurse future startups companies that would add to value creation & further nurse the GDP of the EU countries! Why is it still the case that academic publications are not based on value creation that can promote business models that can add back to the EU reserve?
