What is the goal? What is needed?
It is not entirely clear what is expected from us. I believe that more information is needed in order to properly comment the white paper. Particularly, it would be optimal to "guide" people through the paper point by point. With this I mean that a series of webinar conducted by experts (not just one expert opinion), or a series of panel discussions, should be executed tackling each of the "Drivers of Europe's future" (p.8-13). Each webinar can then be followed by a debate, similar to this one but with more guidance, i.e. define better the goal and what informed on what will happen with the output.
However, I hereby try to provide a feedback.
In general, I find the paper well written and easy to understand. Unfortunately, it provides too few information and team of experts should explain more into detail what each Europe's future driver mean (as mentioned above). Furthermore, the scenario analysis must be further clarified. Eg.: in Scenario 1 (p.16 - end of first colum) - what is it meant by "strengthen financial supervision, to ensure the sustainability of public finances and to develop capital markets to finance the real economy"? I need more information regarding that. Furthermore, p.16 - beginning of second column: "The commission's reform of State aid law ensures that 90% of all state aid measures are in the hands of national, regional and local authorities" what does the 10% comprise?
These are just two examples out of one scenario.
If an open debate with citizen is left without proper information as background, there is the risk that people are driven by feelings, and currently EU citizen don't feel so great, as parts of the whitepaper are highlighting.
I kindly ask more information regarding how the "The European Commission, together with the European Parliament and Member States, will host a series of “Future of Europe Debates” across Europe’s national Parliaments, cities and regions." (p.26 - second column).
